A member of the Transportation Research Board's Environmental Justice in Transportation Committee, Mr. Aimen was the consultant Project Manager for several publications that were widely disseminated by the Federal Highway Administration (FHWA) on the topic, including:

Mr. Aimen has often provided technical advisory services for policy, planning
and project development projects on the topic of environmental
justice. For the FHWA, he recently provided technical
assistance to three Metropolitan Planning Organizations in receipt of
corrective actions from certification review teams to better address
their mapping and benefits and burdens assessments. He has prepared environmental justice chapters for several
environmental studies, participated in training workshops, designed
and implemented needs assessment interview tools to engage social services and advocacy
organizations, conducted benefits and burdens assessments for MPOs, and
researched effective practices to support guidance manual development
for the New Jersey Department of Transportation.
As the Principal Investigator for Practical Approaches for Involving Traditionally Underserved Populations in Transportation Decisionmaking, a research study funded under the National Cooperative Highway Research Program (NCHRP), Mr. Aimen is overseeing a multi-firm team of consulting professionals and academics. The study will culminate in the development of a toolkit for practitioners to more effectively engage the traditionally underserved at each stage of transportation decisionmaking.
Before
starting his own firm, Mr. Aimen was a Management Associate with The Louis
Berger Group, where he led the Planning and Economics Department for 15
years. In that capacity, he built and
managed a department of planners, economists and MBAs. He provided technical
project support to staff on existing studies and contracts; established and maintained
client relationships; developed and implemented marketing strategies; formed teaming
relationships; prepared all elements of technical and cost proposals; and hired
and mentored staff.
